Sewer Debt Exclusion on November Ballot

The statewide ballot on November 5th will include Proposal Number Three, which would extend for an additional ten years the current provision in the State Constitution that allows local governments to exclude from their constitutional debt limit any indebtedness contracted for the construction or reconstruction of facilities for the conveyance, treatment and disposal of sewage. Without approval of this constitutional amendment, municipalities would lose the ability to exclude sewer debt from their debt limit effective January 1, 2014. The original reason for the sewer debt exclusion – to encourage municipalities to invest in necessary improvements to their sewer systems – remains valid today. NYCOM encourages all local officials to ensure that their residents understand the importance of this initiative when they see it on November's ballot.
